The proposal also provides for mitigation consideration in this case is as follows:
Heritage Protection Plan: to be employed for the duration of the construction process, this plan would include measures to locate noise & dust generating activities away from the heritage assets and to retain all plant, equipment & machinery within a designated
compound beyond the visual access of the Church of St. Francis of Assisi & Tombs.
Landscaping & Planting Scheme: the north-west boundary and northern corner of the proposal (i.e. the elements of the proposal abutting the setting of the Church) are to be landscaped and planted to contain views and improve boundary enclosure. Although
planting would take time to mature (between 5-10 years) it would gradually improve the screening of the proposal to removal all visual traces from principal and incidental views to and from the heritage assets.
Boundary Wall Restoration Programme: the dry-stone, straight-edged boundary walls that enclose the application site are to be retained, renovated and enhanced as part of the proposal in keeping with the existing historic landscape character of the wider area.
Heritage Enhancement Plan: the provision of permanent information boards in locations accessible to the local community and walkers on the Pennine Way would help improve the understanding and appreciation of both the Church & Tombs. The design, specification and placement of the boards would be secured by standard planning.
The Heritage Mitigation Plan is 40 page document that has been authored by Nigel Moore of Zetland Group, along with input from Dr. Eric Balki.
